In fact, the first Civil Services Examination was started in 1854 by the British East India Company. Initially, this exam was conducted in London, and mostly only British candidates appeared in it, its syllabus was such that no Indian was able to crack this exam easily. Later, after the First World War and many changes made by Montague Chelmsford, the Civil Services Examination started being conducted in India itself.
